IRP: International Registration Plan (Apportioned Tags)
If your truck operates across state lines, having the correct registration is not optional — it’s essential to staying legal, avoiding costly fines, and keeping your business moving. That’s where IRP comes in.
The International Registration Plan (IRP) is a registration agreement between the 48 contiguous U.S. states, the District of Columbia, and Canadian provinces. It allows commercial carriers to legally operate in multiple jurisdictions with a single apportioned license plate. Your registration fees are “apportioned” based on where and how much you operate — instead of registering separately in every state.
Who Needs an IRP Account?
You are generally required to have IRP registration if your vehicle:
Has a gross vehicle weight (GVW) over 26,000 lbs, or
Has three or more axles, regardless of weight, or
Operates in combination with a trailer and the combined GVW exceeds 26,000 lbs,
and travels in more than one state or jurisdiction.

Heavy Vehicle Use Tax (HVUT) – IRS Form 2290
If your vehicle has a taxable gross weight of 55,000 pounds or more, federal law requires you to file and pay the Heavy Vehicle Use Tax (HVUT) using IRS Form 2290. This tax helps fund highway construction and maintenance across the country and is a required step for maintaining active IRP registration.
What You Need To Know
HVUT must be filed annually with the IRS
The tax period runs from July 1st through June 30th
You must provide IRS Form 2290 with Schedule 1 (stamped/receipted) as proof of payment for IRP registration and renewal
