Your Successful Journey to the Road Starts Here

IRP: International Registration Plan (Apportioned Tags)

Operating across state lines requires proper registration — and that’s where IRP apportioned tags come in.

If your truck travels between multiple jurisdictions, having the correct credentials is essential to staying compliant, avoiding costly fines, and keeping your business moving without interruption.

The International Registration Plan (IRP) is an agreement between the 48 contiguous U.S. states, the District of Columbia, and Canadian provinces. It allows commercial carriers to operate in multiple jurisdictions under one apportioned plate, instead of registering separately in each state.

Under this system, fees are distributed based on where and how far your fleet operates — simplifying interstate travel while maintaining compliance.

In addition to IRP registration, most interstate carriers are also required to maintain an IFTA license for fuel tax reporting. Learn more about our IFTA services.

Who Needs an IRP Apportioned Tag?

You are generally required to register if your vehicle:

  • Has a gross vehicle weight (GVW) over 26,000 lbs, or

  • Has three or more axles, regardless of weight, or

  • Operates in combination with a trailer and the combined GVW exceeds 26,000 lbs,
and travels in more than one state or jurisdiction.

If you’re running interstate loads, expanding routes, or planning to grow your fleet, IRP compliance is a key step in protecting your operation and avoiding enforcement issues at roadside inspections and weigh stations.

Keeping Your Fleet Compliant with IRP Registration

Getting your apportioned plates is only the first step.

To remain compliant, carriers must:

  • Maintain accurate mileage records

  • Keep registrations current

  • Update accounts when adding or removing vehicles

  • Update registration when changing carriers if operating under a lease agreement

If you are leased to a carrier and decide to move to a different company, your IRP registration must be updated to reflect the new carrier information. Failing to do so can lead to compliance issues, delays, or problems during inspections.

Missed renewals, incorrect information, or outdated records can result in penalties, registration delays, or operational downtime.

👉 This registration works alongside IFTA fuel tax reporting and Form 2290 filing to keep your trucking operation fully compliant across state lines.

Royal Carrier Service simplifies this process by helping you manage your account efficiently — so your fleet stays compliant and ready to operate.

Common IRP Compliance Mistakes (And How To Avoid Them)

Even experienced carriers can run into compliance issues when managing their IRP account. Small mistakes can lead to delays, penalties, or even being placed out of service.

Here are some of the most common issues we see:

  • Failing to update registration when changing carriers
If you are leased to a carrier and switch companies, your registration must be updated immediately

  • Inaccurate or missing mileage records
Poor recordkeeping can lead to incorrect fee calculations and audit issues

  • Missed renewal deadlines
Late renewals can result in penalties or temporary loss of operating authority

  • Incorrect vehicle information
Errors in VIN, weight, or fleet details can delay processing or cause compliance violations

  • Not filing or providing Form 2290 (HVUT)
Without proof of payment, your registration cannot be processed or renewed

Avoiding these issues starts with proper management and attention to detail. That’s where having the right support makes all the difference.

Heavy Vehicle Use Tax (HVUT) – IRS Form 2290

If your vehicle has a taxable gross weight of 55,000 pounds or more, federal law requires you to file and pay the Heavy Vehicle Use Tax (HVUT) using IRS Form 2290. This tax helps fund highway construction and maintenance across the country and is a required step for maintaining active IRP registration.

What You Need To Know About Form 2290 for IRP Registration Compliance

  • HVUT must be filed annually with the IRS

  • The tax period runs from July 1st through June 30th

  • You must provide IRS Form 2290 with Schedule 1 (stamped/receipted) as proof of payment for IRP registration and renewal
